Promote the one ADB approach, supports the CD in representing ADB in both sovereign and non-sovereign operations in close coordination with Office of the Public of Public-Private Partnership OPPP and PSOD. Regional Cooperation, External Relations and Coordination Assist the CD in overseeing and providing support for various activities under ADB-supported regional/sub-regional economic cooperation programs and activities. Assist the CD in relationship management, wide ranging policy dialogue and coordination with government, development partners, civil society, and private sector groups in Viet Nam. VRM Operations Management Assist the CD in overseeing effective day-to-day operations and provide guidance on country operational issues, project processing issues and compliance with ADB policies. Inform and provide recommendations to the CD on significant developments, emerging opportunities and challenges in the area of responsibility. Finance and Administration, Disbursement, and Security Supervise the Finance and Administration Unit including approving daily accounting transactions, monitoring monthly accounting reports, oversee institutional procurement, advise on internal control issues. Manage day-to-day administrative issues including office management, general services staff including receptionists, drivers, and janitors. Supervise the Disbursement Unit. Manage the budget and resource allocation for VRM. Support the CD in coordinating with the Second Disbursement Processing Center of Controller’s Department. Staff Supervision Assist the CD in managing VRM’s human resources including position management, recruitment, and succession planning. Support the CD in performance management of VRM, including motivation of VRM staff. Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance. Eligibility Criteria Applicants must have Master’s degree in relevant fields or equivalent. University degree in relevant to the assigned sector/area combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree. At least 15 years of relevant professional experience in country strategy formulation, programming, project processing and administration at senior levels managing teams or leading projects with/without Sovereign guarantees, or public-private partnership transactions including international experience working in development in several countries. Relevant experience in the Southeast Asia region would be an advantage. Excellent oral and written communication skills in English. Broad-based exposure to strategic planning and policy, and operations of multilateral development and financing institutions. Proven ability to work across different silos in organizations, including particularly projects or initiatives involving public and private sector dimensions. Proven interpersonal, cross-cultural and negotiating skills, with ability to effectively liaise with senior staff, Management, senior government officials and private sector counterparts. Proven management capability and well-established leadership track record in ADB. Possess cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit the ADB and the wider international community.
